Looking for AI Video Creation Tool Recommendations

I am looking for an AI Video Creation Tool for a B2B client of mine to create short-form videos.

• I’m not looking for UGC style AI avatar creators
• I need tools that can generate visually engaging, dynamic video clips (animations, visuals, motion graphics, stock-style scenes, etc.)
• The video will have an AI voiceover narration playing in the background
• Mainly for short-form content (Reels, Shorts).

Does anyone have recommendations for tools that can handle this well?
